| In the spring of 2003, China began to reform government system. The original China State Development Planning Commission and China Economic Trade Commission were merged into National Development and Reform Commission, PRC which is wholly engaged in the industries research and policy-making for all industry sectors in China. Mr. Duan Xiaoping, our board chairman, is appointed one member of the leading group of the commission, and Mr. Zhu Yuanlong, a leading analyst in our company, is appointed one member of the expert group in the commission.
